Combined Synopsis/Solicitation

Defense Supply Center Richmond (DSCR) B46 CRAC Units Replacement Phase Two This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. The solicitation number SP4703-26-R-0006 is issued as a request for proposal (RFP). The resulting contract will be a firm-fixed price award with an expected Period of Performance of 270 days from the issuance of the contract award. This acquisition is set-aside for 100% small businesses. The North American Industry Classification System (NAICS) Code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The small business size standard is $19M. Department of Labor Wage Determination based on location of the service provided (Richmond, VA). Partial proposals will not be accepted. For an offer to be considered for award, the contractor must be within a commutable driving distance to the DSCR facility. The point of mobilization must be annotated on the quote, and must be a location owned by the prime contractor, not a subcontractor. A 120-mile radius from DSCR is considered the commutable radius for this project. Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Past performance will be considered a part of Technical Acceptability, and the Contracting Officer will pull contractor data from CPARS and SPRS. The contractor must be registered in the System for Award Management (SAM) prior to award. If not already registered in SAM, go to the SAM website www.sam.gov to register prior to submitting your quote. All inquiries must be submitted no later than 7 business days prior to closing date. LIQUIDATED DAMAGES

52.211-12 Liquidated Damages-Construction. LIQUIDATED DAMAGES-CONSTRUCTION (SEPT 2000) (a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of _$500_ for each calendar day of delay until the work is completed or accepted. (b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

Background The Defense Supply Center Richmond (DSCR) is seeking proposals for the replacement of CRAC units as part of a critical infrastructure upgrade. The existing CRAC units are outdated and require replacement to ensure the proper cooling of electronic equipment in the Data Center and COM Center. The project aims to install new units due to difficulties in obtaining parts and support for the current models, which are no longer manufactured. This solicitation is set aside for 100% small businesses, with a focus on HVAC contractors. Work Details The contractor will be responsible for the following tasks: - Shut down existing CRAC units and disconnect electrical and plumbing connections, reusing where possible. - Recover and properly dispose of refrigerant in accordance with EPA standards. - Remove failed equipment and dispose of it offsite, submitting a waste report to DLA PM and prime contractor. - Install five new water-cooled CRAC units in designated locations: three in the Mechanical Equipment Room (Units 1-1A, 1-1B, 1-1C) and one in the Staging Room (Unit 1-3). - Reconnect all electrical and water connections. - Charge systems with proper refrigerant/weight and check for leaks. - Start up equipment and monitor for proper operation. - Provide manufacturer training on equipment for maintenance personnel with at least 7 days' notice required for training.
