Provide USFFC with operational Organizational Level (O-level) support for assigned program Duty Crew Berthing Barges and other Service Craft (Non-Self Propelled). With no permanent ships force assigned, O-Level must be conducted by the Contractor. O-Level maintenance is the day-to-day work performed on installed equipment in support of Barge operations. The purpose of O-level maintenance is to maintain all installed equipment in a full-mission capable status while improving the local maintenance process. Maintenance at this level includes inspections, servicing, handling, and periodic preventive maintenance of equipment with associated checks and tests as provided by the installed preventive 3M maintenance system.

Background The Commander, U.S. Fleet Forces (COMUSFLTFORCOM) Berthing and Messing Program is responsible for maintaining and operating Duty Crew Berthing Barges used by the Fleet during periods when ships are uninhabitable due to scheduled overhauls and repairs. These barges provide essential office, berthing, and messing facilities close to the ships. Many of these barges are between 40 and 60 years old and require regular preventive maintenance to meet current fleet requirements. The mission of the COMUSFLTFORCOM Berthing and Messing Program is to uphold Quality of Life (QOL) standards for crew accommodations on ships or submarines undergoing Chief of Naval Operations (CNO) scheduled maintenance. Work Details The contractor will provide operational Organizational Level (O-level) support for assigned program Duty Crew Berthing Barges and other Non-Self Propelled Service Craft. This includes: - Conducting day-to-day maintenance on installed equipment to ensure full-mission capability. - Performing inspections, servicing, handling, and periodic preventive maintenance as per the installed preventive 3M maintenance system. - Providing service call work, system/equipment familiarization, port husbandry requirements, customer delivery, and receipt for various berthing barges located at Kittery, ME; Groton, CT; and Hampton Roads, VA. Specific hull numbers include YR 87, YRBM 13, YRBM 14 at Kittery; APL 71 through APL 74 at Hampton Roads; among others. Period of Performance The contract period of performance is from August 1, 2026 to July 31, 2027. Place of Performance The work will be performed at multiple locations including Kittery, ME; Groton, CT; and Hampton Roads, VA.
