The State of Delaware Department of Health and Social Services, Division of Substance Abuse and Mental Health (DSAMH) is issuing a Request for Proposals (RFP) for professional services related to the PROMISE Mental Health Group Homes program. This initiative aims to enhance community-based behavioral health services for individuals with severe and persistent mental illness (SPMI) and significant substance use disorders (SUDs) in Sussex County, Delaware. The PROMISE program utilizes Medicaid options to provide home and community-based services that are person-centered and recovery-oriented.

Work Details

The selected vendor will provide Community-Based Residential Alternative services in a Group Home setting for adults aged 18 and older who are residents of Delaware, have SPMI, and require support to live safely in the community. Services must be delivered in a home-like environment for 5 to 10 individuals requiring 24/7 care, specifically targeting clinical acuity levels Tiers 3, 4, and 5. The vendor must operate a licensed Group Home by the State of Delaware’s Division of Health Care Quality (DHCQ) and maintain Medicaid certification. Quality outcome measures will be established to ensure effective treatment systems.

The contract term will be three years with two optional one-year extensions.
