Background The Department of Veterans Affairs (VA) is issuing this solicitation for Pharmacy First Fill Services across VISN 4. The goal of this contract is to provide pharmacy services that ensure timely access to medications for veterans, thereby supporting the VA's mission to deliver high-quality healthcare to veterans. Work Details The contractor will provide Pharmacy First Fill Services, which include the following tasks: 1. Delivering medications to VISN 4 VAMCs as specified in the Statement of Work. 2. Ensuring compliance with all applicable wage and hour laws and maintaining correct wage titles. 3. Implementing a pricing methodology based on MediSpan, a national drug-pricing system, ensuring competitive pricing for the VA. 4. Monitoring contractor performance through a Quality Assurance Surveillance Plan (QASP), which will outline standards and methods of surveillance. 5. Addressing patient complaints and ensuring that contractor staff conduct does not jeopardize patient care or interfere with facility operations. 6. Providing quarterly reports on customer feedback, including complaints and suggestions. 7. Allowing VA access for audits of prescription fills and related records during regular business hours. Period of Performance The contract period of performance is from July 31, 2026, to July 30, 2031. Place of Performance The services will be performed at various locations within VISN 4, including but not limited to Altoona, Johnstown, DuBois, State College, Butler, Erie, and surrounding areas.
