Background

The Hawaii State Department of Health (DOH) Family Health Services Division (FHSD) and its Children with Special Health Needs Branch (CSHNB) are committed to ensuring optimal health, growth, and development for all children and youth, particularly those with special health care needs. This initiative is part of a federally funded program known as Project LAUNCH, which aims to enhance access to a family-centered health care system and improve outcomes through system development, assessment, education, collaborative partnerships, and family support. The project focuses on promoting positive mental health support and services for children and families, specifically targeting those who work with children from birth through age eight.

Work Details

The contractor will be responsible for supporting Project LAUNCH activities which include: 1. Developing a coordinated intake and referral system for screening and referrals related to developmental and mental health concerns. 2. Conducting training and workshops aimed at families, healthcare providers, and child care providers on topics related to mental health and child development. 3. Promoting an understanding of infant and early childhood mental health among child care providers. 4. Collaborating with key representatives from DOH to ensure effective execution of tasks and timelines. 5. Working with community partners to support the Coordinated Intake and Referral System that includes screenings and referrals.

Period of Performance

The contract period is from May 5, 2026, through September 29, 2026.

Place of Performance

The services will be provided statewide across Hawaii.

Bidder Requirements

Bidders must demonstrate: 1. A thorough understanding of the project scope and necessary knowledge/skills/experience in delivering the proposed services. 2. At least three years of experience supporting Department of Health programs. 3. Registration as a nonprofit organization in Hawaii. 4. Availability for in-person or web-conferencing meetings with CSHNB staff. 5. Capability to issue payments directly to vendors for services required under the contract.
