Background The Defense Logistics Agency (DLA) is seeking to identify qualified sources capable of providing professional, technical, and analytical services to improve business operations. The primary objective is to analyze and enhance the organic storage and distribution network's ability to support sustainment strategies for the Department of War (DoW), Whole of Government (WOG), and Foreign Partners. This effort requires robust analytical capabilities, process design, network modeling, and comprehensive program management support. Work Details The contractor shall be responsible for analyzing, modeling, planning, and improving the DLA's storage and distribution network. The scope includes evaluating and implementing process improvements, integrating new technologies, and providing strategic analysis to enhance performance, cost-effectiveness, readiness, and management of DLA logistics operations. Key responsibilities include: - Network Analysis and Modeling: Developing scenarios to model the distribution network, analyzing the DLA Enterprise Business System (EBS) order fulfillment process, and identifying alternative network strategies based on customer demand and inventory. - Process Improvement and Implementation: Implementing process improvements at the ground level, re-engineering business processes, and developing and integrating new technologies (including Automation and AI) to modernize warehousing and logistics. - Performance and Operations Management: Providing analysis and management support for DoW warehousing, storage, distribution, and fulfillment facilities and operations.
