The Department of Land and Natural Resources (DLNR), State Historic Preservation Division, is seeking proposals from qualified applicants to conduct historic properties surveys and sensitivity assessments for cultural, architectural, and archaeological resources in the Lanikai and Kailua areas on the Island of Oahu, Hawaii. The goal of this contract is to identify historic properties eligible for listing in the Hawaii and National Registers of Historic Places and to assess their significance.
The contractor will perform the following tasks: - Conduct architectural, archaeological, and traditional cultural places surveys; - Produce field notes and photo documentation; - Research primary and secondary source materials; - Identify historic properties eligible for listing; - Conduct integrity assessments; - Produce a historic properties survey report; - Create sensitivity maps and GIS layers for identified resources. Specific deliverables include: public notice/schedule, public information meeting, consultation with local community members, primary and secondary research, draft survey report including historical context statements, final survey report distributed to SHPD and local government, quarterly progress reports, project completion report by June 30, 2027.
The contract will commence approximately four weeks after the proposal submission deadline on June 5, 2026, with all work to be completed by June 30, 2027.
The work will be performed in Lanikai and Kailua on the Island of Oahu, Hawaii.
Offerors must be authorized to do business in Hawaii and must employ qualified historic preservation professionals who meet state and federal standards in archaeology, historic architecture/architectural history, and ethnography. Offerors should have at least five years of experience completing historic properties surveys for architecture, archaeology, and cultural resources.
