The Commonwealth of Massachusetts, through the Executive Office of Health and Human Services and the Department of Public Health, is issuing this Request for Response (RFR) to enhance access to evidence-based treatment for substance use disorders. The goal is to expand Office Based Addiction Treatment (OBAT) programs, which integrate addiction treatment into primary health care settings. This initiative aims to serve historically disadvantaged communities and increase the number of practitioners prescribing buprenorphine and injectable naltrexone across the Commonwealth.
The selected vendors will provide integrated opioid treatment through an OBAT model, including services for alcohol use and stimulant use disorders. Key components include: 1) Identifying practitioners with DEA 'X' waivers to prescribe buprenorphine; 2) Offering injectable naltrexone as a treatment option; 3) Providing comprehensive care management through Nurse Care Managers (NCMs) and Medical Assistants (MAs); 4) Conducting initial screenings, intake assessments, treatment planning, induction of medications, stabilization, and maintenance phases of treatment; 5) Collaborating with BSAS technical assistance vendors for clinical consultation; 6) Billing insurance for reimbursable services; 7) Ensuring compliance with BSAS Standards of Care, including trauma-informed services and overdose prevention strategies.
The contract is anticipated to start on July 1, 2026, with an initial duration of one year and an option to renew for one additional year. The final end date of the contract will be June 30, 2028.
Services will be performed at Federally Qualified Health Centers (FQHCs), Community Health Centers (CHCs), or other licensed entities across the Commonwealth of Massachusetts.
Eligible bidders must have held a BSAS RFR 183626 Office Based Addiction Treatment contract in FY26. They must be federally qualified community health centers or licensed entities under specific Massachusetts regulations in good standing. Bidders must demonstrate the ability to provide culturally and linguistically appropriate services and have qualified health professionals available to provide injectable naltrexone.
