Orange St Sewer Trunkline Rehab Phase IV Indiana to 1500 South

Background

The Salt Lake City Department of Public Utilities (SLCDPU) is seeking proposals from qualified firms to provide design and professional engineering services for the Orange St Sewer Trunkline Rehab Phase IV Indiana to 1500 South. This project aims to rehabilitate approximately 3,825 linear feet of a severely corroded sewer trunkline originally constructed in 1963. Previous phases have addressed downstream segments, and this phase includes significant risks due to its proximity to a cement superfund site and the need for specific levee mitigation measures.

Work Details

The scope of work includes several tasks: 1. **Inspection and Condition Assessment**: Inspect the 42” sewer trunkline from 1040 South to 1500 South, determine sediment buildup, and develop a cross-section of the internal diameter. Deliverables include CCTV footage in .mdb format, a cross-section report, and a condition assessment report following NASSCO standards. 2. **Pre-Design Services**: Define project design criteria, evaluate permanent bypass construction under the surplus canal, conduct third-party coordination, and prepare a preliminary design report with cost estimates. 3. **Permitting**: Obtain necessary permits including ACOE/SLCO Flood Control Permit, UDOT Encroachment Permit, SLC Floodplain Permit, and others related to construction dewatering. 4. **Design Services**: Provide detailed design using a 60/90 final design review process with deliverables including plans at various stages (60%, 90%, and final) along with cost estimates. 5. **Bidding Process**: Prepare contract documents, conduct pre-bid meetings, clarify contract documents, and attend bid openings. 6. **Construction-Related Services**: Include office engineering tasks such as submittal reviews and weekly progress meetings. 7. **Public Engagement**: Develop a public engagement plan that includes stakeholder identification and communication materials.

Period of Performance

The anticipated timeline for the project includes completion of pre-design by December 31, 2026; completion of design by June 30, 2027; bidding in February 2029; and completion of construction by June 2030.

Place of Performance

The work will be performed in Salt Lake City, Utah along Orange St from Indiana to 1500 South.

Bidder Requirements

Bidders must demonstrate experience with similar projects involving large-diameter pipeline inspection and rehabilitation design. They should also provide evidence of qualifications for key personnel involved in the project.
