The City of Philadelphia is seeking a qualified applicant to assist its Aviation staff with various administrative and accounting tasks related to the coordination and tracking of capital program activities. The Department of Aviation oversees the day-to-day operations of the Airport, which includes managing a significant capital program aimed at enhancing airport facilities and services. The Philadelphia International Airport (PHL) is classified as a large air traffic hub, serving millions of passengers annually and requiring efficient management of financial and operational processes to ensure compliance with regulatory standards.

Work Details

The successful applicant will provide comprehensive administrative and accounting support for capital program activities, including but not limited to: 1. Coordination of funding requests and cashflow phasing; 2. Grant management, including preparation and monitoring of federal and state grant applications; 3. Invoice processing related to the capital program; 4. Development of Requests for Proposals (RFPs) and bid specifications; 5. Administration of contracts, ensuring compliance with legal requirements; 6. Support in project controls and scheduling; 7. Maintenance of accurate financial records and reporting; 8. Technical review and auditing of vendor invoices; 9. Oversight of tenant permit application processes for site improvements or renovations.

Period of Performance

The contract is expected to commence on August 1, 2026, and will run for one year until July 31, 2027, with the possibility of four additional one-year extensions.

Place of Performance

The work will primarily be performed at the Philadelphia International Airport (PHL) and may also involve coordination with other City agencies located in Philadelphia.
