SD1 is seeking professional engineering services to conduct a comprehensive planning study for the Dry Creek Wastewater Treatment Plant (WWTP) Equalization (EQ) Tank and Wet Weather Pump Station. The primary objectives of this study are: - To evaluate feasible EQ storage and pumping alternatives suitable for implementation at the Dry Creek Treatment Plant, with careful consideration of operational, spatial, and constructability constraints present at the site. - To develop and advance two (2) viable EQ storage alternatives, each offering a minimum of 13 million gallons (MG) of storage capacity, along with the corresponding wet weather pump station configuration, to an approximate 30 percent design level. - To specifically evaluate both cast-in-place concrete storage tanks and prestressed concrete storage tanks, including systems such as AWWA D110 Type III and AWWA D115 tanks, in order to determine the most appropriate solution for SD1. - To include comparative analyses of tank types, construction methods, geometry, dimensions, elevations, siting, and site layout. - To consider delegated design implications, bidding competitiveness, required construction staging and laydown areas, constructability, capital cost, and long-term operation and maintenance requirements. - To assess pump station alternatives necessary to integrate each storage option into the existing treatment plant.
This solicitation is issued by SD1.
The Dry Creek WWTP requires an evaluation of equalization storage and wet weather pumping alternatives to address site-specific operational and constructability challenges. This planning study will inform the selection and preliminary design of storage and pumping solutions that best meet SD1's needs.
The selected consultant must: - Advance two viable EQ storage alternatives to approximately 30 percent design level, each with at least 13 MG of storage capacity. - Evaluate both cast-in-place and prestressed concrete storage tank options, including AWWA D110 Type III and AWWA D115 systems. - Perform comparative analyses of tank types, construction methods, and site layout considerations. - Assess delegated design, bidding competitiveness, construction staging, constructability, capital cost, and long-term O&M requirements. - Evaluate pump station alternatives for integration with the existing plant.
A pre-proposal meeting will be held on May 12, 2026, at 10:30 AM local time at the Dry Creek WWTP and online via Microsoft Teams. Please refer to the Notice to Bidders for additional details regarding participation.
