Groundwater Data Management Software Platform

Background

The Ohio Department of Natural Resources, specifically the Division of Geological Survey, is seeking bids for a Groundwater Data Management Software Platform. This initiative aims to enhance data management and visualization capabilities related to groundwater resources in Ohio. The software will serve both internal users within the department for data management and external users from the public for data visualization.

Work Details

The contract requires an off-the-shelf software-as-a-service web application that does not necessitate any development or design input. The proposal must include a cost table detailing an annual production support fee for SFY27 (July 1, 2026–June 30, 2027) and annual production support fees for four years (48 months) of renewals, along with any one-time startup/data migration costs. The software must meet specific technical specifications including: 1. **Groundwater Data Management** - **Locations and Datums**: Creation and maintenance of location-based data management, customizable location types, assignation of standard and customizable datums. - **Time Series**: Support for multiple time series per location, data review tools, statistical calculations, and customizable approval levels. - **Users & Auditing**: Multiple user accounts with definable roles and permissions. 2. **Groundwater Data Acquisition** - **Data Import**: Quick import from various sources including In-Situ and Campbell Scientific; supports multiple file formats. - **Data Capture**: Automated extraction from USGS NWIS data with user-defined schedules. 3. **Groundwater Data Dissemination** - **Map & Dashboards**: Interactive maps for displaying locations; customizable dashboards. - **Visualization**: Customizable charts for time-series data; options to save or export charts. - **Reports**: Creation of report templates; batch export capabilities; audit logs.

Period of Performance

The contract will commence upon award and is set to terminate on June 30, 2027. There is a possibility of renewal for an additional 48 months upon mutual agreement.

Place of Performance

The services will be performed at the Division of Geological Survey located at 2045 Morse Rd. Bldg. B-1, Columbus, OH 43229.

Bidder Requirements

Bidders must comply with all applicable federal, state, and local laws throughout the duration of the contract. They are required to have appropriate registrations with the Ohio Secretary of State and must not be debarred from consideration for contract awards by any governmental agency. Additionally, bidders should provide proof of insurance coverage as specified in the contract terms.
