The purpose of this RFP is to enter into a contract to provide an enterprise, institution-wide data platform that serves as the College's centralized foundation for Institutional Effectiveness, analytics, reporting, and data-informed decision-making. The platform will integrate institutional data across academic, student, enrollment, finance, human resources, and institutional effectiveness domains and expand access to trusted, actionable reporting and insights across the College. This procurement is for a higher-education-focused enterprise data platform (data warehouse/lakehouse with governed analytics), not a stand-alone reporting, visualization, or operational case-management tool. Solutions that lack an underlying governed analytical data environment will not meet the intent of this RFP. It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code. Any contract awarded as a result of this solicitation will have an initial term of three (3) years with annual payments. The contract will be renewed on an annual basis (subject to available funding and satisfactory performance) for the duration of the three-year term.

Work Details The selected vendor will implement a centralized analytical data environment that serves as SLCC’s system of record for analytics and reporting. Key tasks include: 1. Integrating systems such as Ellucian Banner, Canvas LMS, EAB Navigate 360, DegreeWorks, EnrollmentRx, Microsoft Power BI / Microsoft Fabric, and legacy reporting sources. 2. Delivering priority institutional analytics across student/enrollment, finance, HR, and institutional effectiveness domains. 3. Providing training and documentation for both technical administrators and non-technical users. 4. Ensuring security compliance with FERPA regulations and implementing role-based access controls. 5. Offering optional services for report migration from legacy systems to the new platform. 6. Delivering governed datasets and metric definitions aligned with institutional needs. Period of Performance The initial term of the contract is three (3) years with annual payments. The contract may be renewed annually based on satisfactory performance and available funding. Place of Performance The contract will be performed at Salt Lake Community College locations throughout Salt Lake County and may include online components. Bidder Requirements Vendors must demonstrate experience delivering enterprise analytics platforms to community colleges or similar institutions with specific experience in integrating Ellucian Banner. Vendors are required to complete the Higher Education Community Vendor Assessment Toolkit (HECVAT) and provide a current Voluntary Product Accessibility Template (VPAT).
