Background The City of Moline is issuing an Invitation to Bid for the 2026 Asphalt Project, designated as Job Number 26-00000-01-GM. The project aims to enhance road infrastructure along 16th Avenue from the Rock Island border to 7th Street. Period of Performance The contractor will have 35 working days to complete all work, starting from the date specified in the Notice to Proceed issued by the City. Place of Performance All work will be performed along 16th Avenue from the Rock Island border to 7th Street in Moline, Illinois. Bidder Requirements Bidders must register for a free account on IONWAVE's electronic bidding system to submit their proposals. All bids must include a guaranty of five percent (5%) of the bid amount in the form of a certified check or surety bid bond. Contractors must comply with all provisions of the Illinois Prevailing Wage Act, including maintaining accurate payroll records and ensuring that all employees have completed a 10-hour OSHA safety program within the last five years. Additionally, contractors are encouraged to employ local workers and comply with State Equal Employment Opportunity requirements.
