This program aims to provide transportation services for pretrial defendants under court-ordered supervision to various locations, including court appearances and community-based services. The goal is to facilitate compliance with court orders while ensuring the safety and dignity of individuals being transported. Work Details The Contractor shall provide transportation services for pretrial defendants released under court-ordered supervision to the DCR's Intake Service Center (ISC) Division across the islands of Oʻahu, Kauaʻi, Maui, and Hawaiʻi Island. Services include: 1. Transportation from designated correctional facilities to pre-designated locations. 2. Transport to/from court appearances. 3. Transport to/from ISC branch offices. 4. Transport to/from ISC-referred community-based service providers. Each one-way trip shall not exceed two hours of travel time without prior written approval from the ISC Division Administrator. Transportation services must be pre-approved by ISC via a written referral form that includes details such as the name of the individual, date and time of transportation, pick-up and drop-off locations, authorizing ISC branch and staff name, and any special instructions. Invoices must be submitted monthly detailing each transportation service provided during the billing period. Period of Performance The contract term is twelve (12) months, commencing on June 15, 2026, with options for two (2) additional twelve (12) month extensions subject to availability of funds. Place of Performance Transportation services will be performed on the islands of Oʻahu, Kauaʻi, Maui, and Hawaiʻi Island (East and West). Specific facilities include Oʻahu Community Correctional Center (OCCC), Maui Community Correctional Center (MCCC), Kauaʻi Community Correctional Center (KCCC), Hawai’i Community Correctional Center (HCCC), and various Intake Service Centers located in these regions. Bidder Requirements The Contractor must maintain liability insurance acceptable to the State of Hawaii throughout the contract term. Insurance coverage must include: Commercial General Liability ($1 million per occurrence; $2 million aggregate), Automobile Liability for Bodily Injury ($1 million per person; $1 million per occurrence), and Property Damage ($1 million per accident). All subcontractors must maintain equivalent coverage. Additionally, all employees providing transportation services must obtain Volincor clearance through DCR and complete Volincor training prior to service provision.
