Summary

The purpose of this Request for Proposals (RFP) is to establish a contract with qualified Offerors to provide Jordan School District (JSD) with Classroom & Computer Lab Management Software solutions. This is intended to be a multiple award solicitation. Please see the full RFP attachment for all proposal guidelines and requirements.

Special Note

Contracts from previous RFP 26TH01P5 will lapse after Year 1 or after June 30, 2026 at the discretion of Jordan School District. The previous contracts did not provide viable solutions for computer labs, and school district administrators have requested that the previous contracts lapse and a new RFP process be conducted. Please note the changes in this solicitation for Category A: Classroom Management Software; and Category B: Computer Lab Management Software. Please note requirements for each category. If your solution operates from the Operating System (OS), you can qualify for both categories, and all documents for both categories will need to be filled out completely in order to be considered for award. This RFP is issued in accordance with State of Utah Procurement Code, Utah Code Annotated (UCA) Chapter 63G-6a, and applicable Rules found in the Utah Administrative Rules (UAR). If any provision of this RFP conflicts with the UCA or UAR, the UCA or UAR will take precedence.

Background Jordan School District (JSD) is the fourth largest school district in Utah, serving over 57,400 students across 68 schools. The district is seeking to establish a contract for Classroom & Computer Lab Management Software solutions to enhance educational technology training and resources. This RFP aims to address the shortcomings of previous contracts by providing effective software solutions that empower educators to manage classroom environments effectively. The goal is to support differentiated learning and ensure secure access to online resources while maintaining digital safety standards. Work Details The contract will involve providing two categories of software: - Category A for Classroom Management Software - Category B for Computer Lab Management Software. The software must operate seamlessly across various devices including Chromebooks, Apple laptops, iPads, and PCs. Key features required include: 1. Whole-class control and individual student management capabilities. 2. Ability for teachers to blacklist/whitelist websites and communicate with students via text messages. 3. Functionality for teachers to limit browsing to a single tab or push specific URLs directly to student devices. 4. Tools for taking screenshots of student devices and tracking all open tabs. 5. Detailed usage reports for each student, including timelines of activity. 6. Administrative controls with leveled access for district and building administrators. 7. Remote closure of tabs on student devices during instructional time. 8. Professional learning resources and ongoing technical support throughout the contract duration. Period of Performance The contract will be effective for one year with options to renew for up to four additional one-year periods, totaling a maximum of five years. Place of Performance The services will be performed within the Jordan School District in Utah. Bidder Requirements Offerors must have at least three years of experience providing similar products/services to school districts in the U.S., provide references from similar-sized districts, ensure compatibility with existing systems (Skyward SMS 2.0 and Qmlativ), comply with Utah Code regarding public contract boycott restrictions, sign JSD’s Student Data Privacy Agreement if applicable, and submit proposals directly without using resellers unless justified.
