Background The City of Pawtucket, through the Pawtucket Water Supply Board (PWSB), is seeking sealed bids for security patrol services for its reservoir and watershed properties located in Rhode Island and Massachusetts. The PWSB manages over 2,000 acres of watershed property, including four surface water reservoirs. The aim is to ensure the safety and security of these critical resources. Work Details The contractor will provide year-round security patrol services seven days a week, including holidays. Patrol hours are specified as follows: - From July 1, 2026, to October 31, 2026: first shift from 8 AM to 4 PM and second shift from 4 PM to midnight. - From November 1, 2026, to April 30, 2027: first shift times will vary with no second shift. Similar patterns will follow for subsequent years until June 30, 2029. The contractor must provide a four-wheel drive vehicle equipped with a light bar and clearly marked with the company name. They are responsible for all vehicle-related costs. Security personnel will conduct sweeps of various facilities including the T&D Facility and Administration building. They must prohibit unauthorized public activities on PWSB property and maintain daily written reports of incidents. All security personnel must undergo background checks and drug testing. Additionally, the contractor is required to provide up to 48 hours of training for security guards. Period of Performance The contract period will commence on July 1, 2026, and extend through June 30, 2029. Place of Performance The services will be performed at various locations within the Pawtucket Water Supply Board's watershed properties in Rhode Island and Massachusetts. Bidder Requirements Bidders must have at least five years of satisfactory experience providing similar security services. They are required to submit a bid surety in the form of a bid bond or certified check equal to at least ten percent (10%) of the bid price. Additionally, bidders must provide proof of insurance coverage as specified in the solicitation documents.
