Background This Request for Proposal (RFP) is issued by the State of Connecticut, specifically the Department of Administrative Services (DAS), to establish a multi-award contract for System Integrator (SI) services. The State aims to partner with qualified vendors of all sizes to design, implement, modernize, and support technology solutions across various environments and agencies. The goal is to facilitate both enterprise-scale integrations and specialized modernization efforts. Work Details The services required under this contract include system integration, cloud migration, data modernization, low-code solutions, accessibility and user experience (UX) improvements, human-centered design, and responsible artificial intelligence (AI). Engagements may utilize various delivery models such as traditional, design-build, outcome-based delivery, phased discovery-fixed build, or agile capacity. Pricing models will be determined per project and can include firm fixed price, milestone fixed price, time and materials, sprint-based fixed price, or outcome-based payments as specified in each Statement of Work (SOW). Period of Performance The contract will commence on May 1, 2026, and conclude on June 1, 2026. Place of Performance Services will be performed within the State of Connecticut. Bidder Requirements Vendors must comply with the State of Connecticut Digital Accessibility Policy and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. Proposals must include a detailed description of how deliverables will meet accessibility compliance requirements. Additionally, bidders must disclose any known accessibility limitations and provide an Accessibility Conformance Report (ACR) prepared using the WCAG Voluntary Product Accessibility Template (VPAT).
