Background The State of Oregon, through the Department of Administrative Services, State Procurement Services (DAS SPS), is issuing a Request for Proposals (RFP) for Environmental Analytical Laboratory Services. This initiative aims to support multiple state agencies and members of the Oregon Cooperative Purchasing Program (ORCPP) in managing environmental soil and water testing for public health, regulatory compliance, sustainability, and ecosystem protection. The goal is to establish Master Services Agreements (MSAs) with qualified contractors to provide these essential services across the state. Work Details The selected contractor(s) will provide comprehensive Environmental Analytical Laboratory Services, which include chemical and biological laboratory tests necessary for quality assurance and public safety requirements. The contractor must demonstrate capabilities in testing, analysis, and compliance with federal, state, and local regulations. Specific services may include but are not limited to: 1) Soil and water sample analysis; 2) Chemical testing for contaminants; 3) Biological assessments; 4) Emergency response support; 5) Forensic analyses; 6) Cost-free re-analyses when failing to meet specified reporting limits. Proposers may offer services statewide or focus on specific regions within Oregon. Period of Performance The initial term of the awarded Master Services Agreements is anticipated to be three years, with options for renewal based on performance and needs. Place of Performance Services will be performed throughout the State of Oregon as required by various state agencies and ORCPP members. Bidder Requirements Proposers must have at least three years of experience providing comparable laboratory services. They must hold current accreditations from the Oregon Environmental Laboratory Accreditation Program (ORELAP), National Environmental Laboratory Accreditation Conference (NELAC), and for asbestos testing, from the National Voluntary Laboratory Accreditation Program (NVLAP). Proposals must include certifications, a sustainability plan, a price proposal form, and a completed Proposer Information and Certification Sheet. Additionally, bidders are encouraged to engage certified small businesses as subcontractors.
