The Regional Contracting Office Hawaii (RCO HI) has a requirement for Non-Hazardous Testing, Pick up and Disposal of Petroleum, Oil and Lubricant (POL). The contractor shall provide all the resources necessary to complete this requirement on the island of Oahu, Hawaii. The solicitation will be a 100% Set Aside for Small Business. The award will be conducted under the provisions of FAR Part 12 Acquisition of Commercial Products and Commercial Services. To be considered for the award, the prospective contractor must be registered in the System for Award Management (SAM). Work Details The contractor will be responsible for the following tasks: 1. Removal of petroleum, oil, and lubricant (POL) from designated locations as specified in the work order request. 2. Submission of a disposal/recycle plan that adheres to all required State and Federal permits, including final disposition of materials. 3. Implementation of spill prevention measures including maintaining Safety Data Sheets (SDS) for hazardous materials stored on-site and cleaning up spills caused by contractor operations. 4. Submission of a site-specific spill plan prior to the first pick-up, which must be reviewed annually and modified as needed. 5. Development and implementation of a Quality Control Plan (QCP) that identifies potential problem areas and ensures personnel are properly trained for their tasks. 6. Timely submission of invoicing packages to the Contracting Officer Representative (COR) within five business days after final pick-up and disposal. 7. Monthly submission of the Army Recycling Program Diversion Summary Report along with invoices. 8. Compliance with Environmental Protection Agency (EPA) Spill Prevention, Control, and Countermeasure (SPCC) rules. Period of Performance The contract will be performed over a period starting from the contract award date until May 20, 2026. Place of Performance The contract will be performed on the island of Oahu, Hawaii.
