Background The Department of Veterans Affairs (VA) is issuing this solicitation for the provision of Private Ethernet Transport Services to support the Illinois Law Enforcement Agencies Data System (LEADS 3.0) connectivity for the Marion VA Health Care Center. The goal of this contract is to establish a dedicated private Ethernet transport circuit that meets specific security and operational requirements as mandated by the State of Illinois and the VA. Work Details The contractor shall provide all labor, materials, equipment, transport services, and coordination necessary to establish and maintain a LEADS 3.0 connection via the Illinois Century Network (ICN). The service must utilize a dedicated private Ethernet transport circuit (e.g., MetroE, EVPL, Layer2) from the Marion VA Health Care System to an ICN point of presence (POP). Key tasks include: - Providing a minimum bandwidth of 10–20 Mbps with options for higher speeds. - Ensuring logical segmentation from the VA production network for LEADS access only. - Installing necessary cabling and infrastructure compliant with building codes. - Coordinating with VA personnel for equipment placement and security measures. - Meeting CJIS security requirements for personnel involved in LEADS connectivity. Period of Performance The contract will be executed over five ordering periods, starting from June 1, 2026, through May 31, 2031. Each ordering period will last twelve months. Place of Performance The services will be performed at the Marion VA Medical Center located at 2401 West Main St., Marion, IL 62959.
