Background The Bureau of Land Management (BLM) is issuing this contract for Vault Pumping Services at the Yaquina Head Outstanding Natural Area (YHONA) in Newport, Oregon. The mission of the BLM includes managing public lands for various uses while ensuring environmental protection. The goal of this contract is to maintain sanitation facilities at YHONA by providing necessary pumping and cleaning services for vault toilets. Work Details The contractor will provide all labor, supplies, supervision, materials, equipment, and transportation necessary for pumping, cleaning, and removing trash from vault type toilet holding tanks at YHONA. Specific tasks include: - Pumping and disposal services for wastewater material and garbage from the vaults. - Washing down vaults during pumping. - Ensuring vaults are pumped dry with less than one inch of effluent remaining. - Removing, transporting, and properly disposing of trash found within the vaults to an offsite location. - Preventing spillage during pumping and hauling of waste material. - Complying with all applicable health regulations regarding waste handling. - Cleaning up any spills or contamination caused during service at the contractor's expense. - Utilizing biobased products in accordance with green procurement guidelines. - Ensuring disposal and transportation conform to federal, state, and local laws. The estimated requirement is for 12,000 gallons of wastewater pumped per year with up to four services performed annually. Period of Performance The period of performance for this contract is from July 1, 2026, to June 30, 2027, with options for four additional one-year terms. Place of Performance The services will be performed at Yaquina Head Outstanding Natural Area located at 750 Lighthouse Drive, Newport, Oregon.
