Established nearly 50 years ago, HCDA has been responsible for developing and overseeing community development plans in districts such as Kakaʻako, Kalaeloa, and Heʻeia on Oʻahu. Their projects include community master plans, zoning rules, environmental analyses, infrastructure improvements, mixed-use housing developments, and community facilities that align with the State of Hawaiʻi's goals.
