The Montgomery Central Appraisal District ( District ) isrequesting proposals from qualified vendors for RFP 2026-001 HomesteadExemption Technology - for the provision of services including an electronicpre-approval/intake system and (optionally) a mobile application forapplication submission and status tracking. The purpose of this initiative is to enhance theadministration and accessibility of homestead exemption services through anelectronic pre-approval system for homestead exemption applications and amobile application for submitting homestead exemption applications thataccommodates interacting with the District during the exemption evaluationprocess. The primary objective is to allow property owners to submit exemptionapplications and supporting documentation electronically, including through amobile app, and to utilize technology in reviewing and pre-screeningapplications and in identifying eligible exemptions. The District intends toimplement a tested and proven technology solution that integrates effectivelywith existing systems, enhances exemption processing, and offers long-termvalue. This RFP outlines the District'srequirements and expectations. The District will evaluate proposals based oncriteria such as experience and professional references, pricing and costeffectiveness, quality of work and past performance, functionality, and adherenceto specifications such as implementation methods and timelines, systemintegration capabilities, and security and compliance standards. As usedherein, the terms vendor, seller, contractor, bidder or any similarterms used to reference the bidder shall mean the person or entity offering aproposal in response to this request for proposal.
Background The Montgomery Central Appraisal District (District) is seeking proposals from qualified vendors for RFP 2026-001 – Homestead Exemption Technology. The initiative aims to enhance the administration and accessibility of homestead exemption services through an electronic pre-approval/intake system and a mobile application for application submission and status tracking. The goal is to allow property owners to submit exemption applications and supporting documentation electronically, utilizing technology for reviewing and pre-screening applications. Work Details The selected vendor will provide a comprehensive solution that includes: 1) An electronic pre-approval system for homestead exemption applications capable of receiving applications and supporting documents electronically, evaluating document sufficiency based on Texas Tax Code provisions, and identifying qualified applications for pre-screening. 2) A mobile application with functionalities such as a user-friendly interface for iOS and Android, secure user authentication, real-time application status tracking, document upload via mobile device, push notifications, integration with District systems, ADA compliance, and ongoing maintenance. Vendors must propose one of three options: - Option 1: Solution Without Mobile Application - Option 2: Solution With Mobile Application - Option 3: Mobile Application Only. The proposal must also describe methods for property owner correspondence, deliverables documentation, support and integration capabilities, training provisions, pricing structure inclusive of all costs, and quality assurance measures. Period of Performance The initial contract term will be two fiscal years ending on December 31 of the second year. Place of Performance Services will be performed at the Montgomery Central Appraisal District located at 109 Gladstell Street, Conroe, TX. Bidder Requirements Bidders must have been in business for at least five years with proven experience in government or public sector technology solutions related to property tax or appraisal district systems. They must demonstrate financial stability and organizational capacity to meet project timelines. Bidders are required to provide references from similar projects.
