The purpose of this request for proposal is to solicit competitive proposals from qualified suppliers to provide fresh produce for the National School Lunch (NSLP), Breakfast (SBP), After School Snack Programs (ASSP), Seamless Summer Option (SSO) (hereafter referred collectively as Nutrition Programs ) with top quality, fresh fruit and vegetable items grown locally (Utah), domestically, and in all parts of the world for Ogden City School District (hereafter referred to as OSD) schools and students participating in these nutrition programs. OSD is intending to contract with one qualified Supplier to provide produce for all district schools. (see attached list). OSD currently participates in the Department of Defense (DoD) fruit and vegetable program. This request for proposal is for this supplemental amount, which constitutes approximately half of OSD's produce needs for one school year. Suppliers must also demonstrate the ability to provide for all of OSD's fresh produce needs in the event OSD discontinues with DoD produce during the course of this contract. This RFP is designed to provide interested suppliers with sufficient basic information to submit proposals meeting minimum requirements, but it is not intended to limit a proposal's content or exclude any relevant or essential data. Suppliers are at liberty and encouraged to expand upon the specifications to evidence service capability under any agreement. All proposal preparation costs and any associated activities related to this RFP are the sole responsibility of the Supplier. OSD is not liable for any costs incurred throughout the entire selection process.

Background The Ogden City School District (OSD) is seeking competitive proposals from qualified suppliers to provide fresh produce for its National School Lunch Program (NSLP), Breakfast Program (SBP), After School Snack Programs (ASSP), and Seamless Summer Option (SSO). The goal of this contract is to ensure that students participating in these nutrition programs receive top-quality, fresh fruit and vegetable items sourced locally in Utah, domestically, and internationally. OSD currently participates in the Department of Defense (DoD) fruit and vegetable program, and this RFP aims to cover approximately half of OSD's produce needs for one school year. Suppliers must demonstrate their capability to meet all of OSD's fresh produce requirements if the district discontinues its participation in the DoD program during the contract period. Work Details The selected supplier will be responsible for providing fresh produce that meets the following criteria: 1. Produce must be XF/Grade A quality unless otherwise specified. 2. Deliveries must accommodate a maximum of bi-weekly schedules to all OSD schools before 9:00 a.m. on scheduled delivery dates. 3. The supplier must have refrigerated transportation services that comply with food safety standards, including HACCP and ServSafe criteria. 4. The supplier's employee will work directly with kitchen managers at each school to inspect deliveries for quality, ensuring poor-quality produce is replaced promptly. 5. The supplier must maintain a written food safety Recall Plan and a Hazard Analysis and Critical Control Point (HACCP) preventive food safety program. 6. A Bioterrorism preventive control plan must also be established to ensure safe production and harvesting of fruits and vegetables. Period of Performance The contract will commence upon board approval for the 2026-2027 school year, starting on July 1, 2026, and will continue for one year with an option for four additional one-year extensions at the discretion of the Board of Education. Place of Performance The contract will be performed within the Ogden City School District in Utah, covering various school locations as specified in the attached list. Bidder Requirements Bidders must meet specific eligibility requirements including: 1. Possession of a current Utah Business License. 2. Maintenance of liability insurance (General and Auto) with specified limits. 3. Provision of bonding information for drivers. 4. Compliance with federal requirements including Buy American provisions. 5. Minimum three years of experience working with educational facilities in fresh produce supply. 6. Submission of at least three references from similar institutions over the past three years. 7. Certification that neither the bidder nor its principals are debarred or suspended from government contracts.
