Background Olmsted County Health, Housing and Human Services (HHH) is seeking proposals from qualified local community agencies to provide in-home family therapy services for participants served by Olmsted County Child and Family Services (CFS) and Dodge & Olmsted Community Corrections (D & O). The goal of this contract is to deliver flexible, family-centered therapeutic services that are adaptable to meet the unique needs of families at risk of out-of-home placements. These families often present with complex challenges including severe mental illness, disrupted attachment, truancy, behavioral concerns, safety issues, substance use, incarceration, and high conflict. Work Details The selected agency or partnership will provide: - Face-to-face in-home family therapy - Parent coaching and/or family skills under the supervision of a licensed Mental Health Professional. Specific requirements include: - Ability to provide family skills, individual skills, and psychoeducation regarding the diagnosis of the identified participant. - Completion of a CASII (Child and Adolescent Service Intensity Instrument) assessment as requested by Olmsted County. - Group supervision/consultation as well as individual supervision. - Access to a Licensed Alcohol Drug Counselor (LADC) when substance use is a factor in the family. - Staff training in attachment and trauma, knowledge of solution-focused methods, and culturally appropriate interventions. The agency must serve youth and families open for case management in Child and Family Services or Dodge & Olmsted Community Corrections. Estimated service capacity is 15-20 families at one time with gradual implementation over three months. Period of Performance The contract will be effective from January 1, 2026, through December 31, 2026, with automatic month-to-month renewal unless terminated. Place of Performance Services will be provided within Olmsted County, Minnesota. Bidder Requirements Bidders must demonstrate experience providing similar services and have adequate staffing to meet service demands. They must possess appropriate licensure/certifications for service provision and be able to bill Medical Assistance (MA), Medicare/Medicaid, and health plans. Additionally, bidders must ensure financial capacity by submitting recent audited financial statements.
