The Nevada Commission on Ethics currently has a document database to store case related documents, ethics acknowledgments, and public records requests. This project seeks to replace the established database with a true case management and publishing system to create workflow efficiencies and improved functionality to benefit the public.
Background The Nevada Commission on Ethics is seeking proposals to replace its existing document database with a comprehensive case management and publishing system. This initiative aims to enhance workflow efficiencies and improve functionality for public services. The project aligns with the Commission's mission to uphold public trust by ensuring that public officers and employees avoid conflicts between their private interests and public duties. Work Details The selected vendor will provide a case management system that includes the following functionalities: 1. **Needs Assessment and Planning**: Conduct an assessment to understand business flow, user needs, and identify areas for improvement. 2. **System Design and Development**: Develop a software system that includes: - Publicly available forms for Ethics Complaints, Advisory Opinions, Ethics Acknowledgments, and Public Records Requests, allowing attachments in various formats. - Case management tools for NCOE users including document uploads, draft templates, deadline tracking, and case status updates. - Data reporting capabilities for generating visual reports on case status and performance metrics. - A searchable database for public access to final orders or other records. 3. **Data Migration**: Migrate existing case information to the new system while ensuring compliance with Nevada public records retention laws. 4. **User Roles and Permissions**: Set different user roles within the system for NCOE staff. 5. **Testing and Deployment**: Conduct thorough testing before data migration and support NCOE during the launch phase. 6. **Training and Support**: Provide training tailored to various user groups within NCOE and maintain a support system for ongoing issues. Period of Performance The contract is expected to last four years, starting from July 14, 2026, subject to Board of Examiners approval. Place of Performance The services will be performed in Nevada as specified by the Nevada Commission on Ethics.
