The purpose of this RFP is to solicit proposals that will enable Juvenile Court Services in Dallas, Guthrie, Jasper, Madison, Marion, Polk and warren counties with meaningful programming to assist youth that need to fulfill probation requirements and/or who violate the terms of their probation and also helps involved youth acquire reasoning skills to avoid further problem behaviors. The Community Based Sanctions program will serve as a series of intermediate and graduated sanctions in lieu of detention, revocation of probation, out of home placement, or filing a petition on an Informal Agreement.

Background The Iowa Judicial Branch (IJB) is seeking proposals for Community Based Sanctions Services aimed at assisting youth in fulfilling probation requirements and preventing further delinquency. The program is designed to provide meaningful programming that helps youth develop reasoning skills and avoid problem behaviors. The services will be implemented across seven counties: Dallas, Guthrie, Jasper, Madison, Marion, Polk, and Warren. The initiative focuses on early intervention and graduated sanctions as alternatives to detention or revocation of probation. Work Details The contractor will provide Community Based Sanctions Learning Services including: 1) Acceptance of referrals from the Fifth Judicial District JCS to determine the level of services needed; 2) Service Learning Volunteer Opportunities where youth will complete community service hours under supervision; 3) Development and maintenance of a list of appropriate worksites for community service placements that comply with state and federal child labor laws; 4) Programs that emphasize accountability and restorative justice principles, helping youth understand the impact of their actions on the community. Period of Performance The contract will begin on July 1, 2026, and end on June 30, 2027, with an option for five additional one-year renewals at the discretion of the IJB. Place of Performance Services will be performed in Dallas, Guthrie, Jasper, Madison, Marion, Polk, and Warren counties in Iowa. Bidder Requirements Respondents must not be debarred or suspended from receiving federal funding. They are required to submit a transmittal letter signed by an authorized individual and provide detailed background information including business structure and experience in similar services. Respondents must also guarantee that all proposal terms remain firm for 120 days following submission.
