Background The Iowa Judicial Branch (IJB) is seeking proposals for the Early Services Program (ESP) aimed at providing community-based case management services to youth aged 12 and under in the Fifth Judicial District of Iowa. The program targets young individuals who have been referred to juvenile court services for delinquent acts or behaviors that may lead to such referrals. The goal is to prevent early juvenile records and out-of-home placements by surrounding these youths with supportive community-based services. This initiative is crucial as research indicates that early intervention can significantly reduce the likelihood of chronic delinquent behavior in youth. Work Details The contractor will provide comprehensive case management oversight and community-based services, including: - Making referrals for appropriate services both in-house and to outside agencies. - Collaborating with school districts to monitor youth behavior and academic performance. - Engaging youth's parents/caregivers in services that promote safety and stability. - Developing ongoing support services after the closure of Informal Adjustment Agreements. - Assisting families in overcoming barriers to participation in ESP activities, such as transportation and childcare needs. - Implementing a wraparound approach that includes various prevention programs like mentoring, conflict resolution, and social competence promotion curriculums. - Providing trauma screenings, assessments, skill-building activities, and facilitating referrals for counseling as needed. Period of Performance The initial contract term is one year, beginning on July 1, 2026, and ending on June 30, 2027. There are options for up to five additional one-year renewals at the discretion of the IJB. Place of Performance The contract will be performed across seven counties within the Fifth Judicial District of Iowa: Dallas, Guthrie, Jasper, Madison, Polk, Warren, and Marion.
