Background The Commonwealth of Kentucky's Justice and Public Safety Cabinet, specifically the Department of Criminal Justice Training, is seeking to contract three attorney/trainers for Moot Court training sessions. This initiative aims to enhance the practical training of law enforcement personnel by providing mock trial experiences that reflect real-world legal scenarios. The contracts will be effective from July 8, 2026, through June 30, 2028, with an option for renewal for up to two additional two-year periods. Work Details The selected attorney/trainers will serve as defense attorneys in mock trial settings based on cases that students have studied during their training. Responsibilities include reviewing students' paperwork and materials prior to courtroom exercises, cross-examining students on their testimonies, and critiquing their performances. Each session will accommodate between 15 to 42 students, necessitating the operation of two concurrent sessions. Each trainer may conduct up to 13 sessions per fiscal year. The training will focus on key legal concepts including Search and Seizure, Penal Code, and Criminal Statutory Law. Additionally, trainers must be certified by the Kentucky Law Enforcement Council (KLEC) or obtain a waiver within 60 days of contract award.
