GENERAL The City of Caldwell (Owner) seeks qualified contractors to submit Statements of Qualifications for construction of the Caldwell WWTP Filter Chemical Addition (Phase 1 and Phase 2) and Administrative Building Projects. This Request for Qualification (RFQ) has instructions for submittal requirements for prequalification statements, including the evaluation criteria.
The purpose of the prequalification process is to select those Contractors (General Contractors who will submit bids for the Work) that the Owner deems to be qualified and capable of completing the Projects in conformance with the Contract Documents. Parties submitting Statements of Qualifications in accordance with these documents will be notified whether or not they are selected for prequalification. Prequalified Contractors will be so identified in the Notice Inviting Bids for the construction phase of the Projects.
1. Construction of flash mix and flocculation improvements at the Caldwell WWTP Filter Building (WWTP Filter Chemical Addition Phase 1). 2. Construction of chemical storage building for coagulant at the Caldwell WWTP Filter Building (WWTP Filter Chemical Addition Phase 2). 3. Construction of new WWTP administrative building (WWTP Administrative Building). 4. Excavation to construct improvements; connections to site utilities; backfill and grading; construction of new access roads, site improvements and site restoration. 5. Construction of improvements, including structural, mechanical, HVAC, plumbing, electrical, and fire sprinkler systems. Selection as a prequalified Contractor does not imply Owner's acceptance or approval of the Contractor's specific personnel, equipment or methods, whether or not these items are described in the Contractor's prequalification statement. Statements of Qualification are to be received at the Caldwell Engineering Department located at 621 Cleveland Blvd, no later thanTuesday, May 12, 2026,3:00 pm local time. The City of Caldwell reserves the right to reject any and all Consultants, to waive any irregularities in the Statements of Qualification received, and to accept the Consultants for roster that are in the best interest of the City. All infrastructure designed will be constructed and owned by the City of Caldwell and will be required to meet all City of Caldwell and the current adopted version of the ISPWC
Background The City of Caldwell, Idaho, is seeking qualified contractors to submit Statements of Qualifications for the construction of the Caldwell Wastewater Treatment Plant (WWTP) Filter Chemical Addition (Phase 1 and Phase 2) and Administrative Building Projects. Project bidding is expected to occur in May 2026, with project award and construction beginning in June 2026. Place of Performance The work will be performed at the Caldwell Wastewater Treatment Plant located in Caldwell, Idaho. Bidder Requirements Contractors must hold a current State of Idaho Public Works Contractor’s License appropriate for this project and have been in business for a minimum of five years. They must have completed at least three similar wastewater or water treatment plant projects with costs over $2 million each within the past fifteen years. Contractors must demonstrate a bonding capacity of at least $6 million and an experience modification rate (EMR) of 1.1 or better.
