Background The Utah Transit Authority (UTA) is seeking proposals for the overhaul and modernization of HVAC units installed on its Bombardier Bilevel commuter rail vehicles. The goal of this project is to restore the HVAC equipment to a like-new, reliable condition, modernize control systems and interfaces, replace obsolete components, update refrigerants, and ensure compliance with applicable regulatory requirements for a minimum of 20 additional years of operation. UTA operates a fleet of 38 Bombardier Bilevel passenger rail vehicles equipped with two HVAC units per vehicle, which are currently using R-22 and R-410A refrigerants. Work Details The contractor will perform a complete overhaul and modernization of all HVAC units, which includes: 1. Full refurbishment and modernization of structural assemblies, mechanical components, refrigeration system components, electrical and control subsystems, protective housings, panels, insulation, and hardware. 2. Conversion of all HVAC units from R-22 and R-410A to R-407C refrigerant. 3. Replacement of legacy OEM controllers with a standardized microprocessor-based controls architecture. 4. Removal of UVC disinfection equipment from each HVAC unit. 5. Cleaning and preparation of reused components prior to refurbishment. 6. Ensuring compatibility with existing vehicle-side interfaces for all supplied components including HVAC Status Panels (HSPs), fresh-air fan assemblies, motors, temperature sensors, wiring harnesses, etc. 7. Compliance with federal and state regulations including ASHRAE standards for thermal comfort and ventilation. Period of Performance The contract's period of performance is yet to be determined but will commence upon contract award. Place of Performance The work will be performed at the contractor's facility as well as at UTA's facilities in Salt Lake City, Utah. Bidder Requirements Bidders must demonstrate experience in similar projects involving HVAC systems for rail vehicles. They must also comply with all applicable federal and state regulations regarding safety standards for passenger rail equipment.
