The Department of Energy (DOE), is issuing this Request for Application (RFA) to solicit proposals from entities interested in entering into a long-term lease for property located at the DOE Office of Environmental Management (EM) cleanup site in Idaho, for the purpose of a large scale demonstration of the commercial viability of recycling defense-related used nuclear fuel (UNF) currently in storage at the site. Submit any questions related to the RFA to by Tuesday May 19th 2026. DOE's Office of Environmental Management will sponsor an Industry Day event to explain and answer questions about the solicitation process. See attached for more information.

Background The Department of Energy (DOE) is issuing this Request for Application (RFA) to solicit proposals from entities interested in entering into a long-term lease for property located at the DOE Office of Environmental Management (EM) cleanup site in Idaho. The goal of this contract is to demonstrate the commercial viability of recycling defense-related used nuclear fuel (UNF) currently in storage at the site. Work Details The objectives include entering into a Lease Agreement for the Property, which may involve several phases: 1. An initial development period to establish project requirements, complete regulatory and permitting requirements, secure project financing, complete project design, and prepare for construction of recycling facilities. 2. Project construction based on best practices timelines. 3. Operation Phase 1, demonstrating recycling using ATR UNF and potentially other irradiated materials. 4. Operation Phase 2, transitioning to alternative defense-related UNF after successful completion of Phase 1. Decommissioning and site restoration/remediation will occur after the termination of the Lease Agreement and any renewal periods. Compliance with environmental laws including NEPA is required, and all Qualified Applicants must assist in completing the NEPA process timely. Place of Performance The contract will be performed at the DOE Office of Environmental Management cleanup site in Idaho.
