Sealed bids will be received by the City of Manhattan, Kansas at the office of the City Clerk, City Hall, City Commission Room, 1101 Poyntz Avenue, Manhattan, Kansas until 2:00 p.m. local time, on May 19, 2026, at which time the bids will be opened and read aloud. Bids received after said time will be returned to the bidder unopened. These bids will be for the furnishing of all labor and materials, and performing all the Work in accordance with the drawings and specifications for: TAXIWAY A RECONSTRUCTION (AP2501) AIP PROJECT NO. 3-20-0052-060-2026 The project will include but is not limited to the following major categories of work: Concrete Pavement (39,000 SY); Unclassified Excavation (15,000 CY); Stabilized Base (42,000 SY); Crushed Aggregate Base Course (47,000); Cement Treated Subgrade (42,600 SY); Reinforced Concrete Pipe (790 LF); Underdrains (10,000 LF); Lighting; Signs; Marking (23,000 SF); and Seeding (13 AC) To be qualified to Bid, interested bidders must secure a set of drawings, specifications and all other Contract Documents through the online Plan Room administered by Drexel Technologies. The prebid conference will be held on May 5, 2026 at 2:00 p.m. local time. Attendance at the prebid conference is not required. This meeting is being held in the City Commission Room at City Hall, 1101 Poyntz Avenue, Manhattan, KS 66502. This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor. This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The Airport Sponsor has established a contract goal of 0.0% participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal.

General Civil Rights Provisions

In all its activities within the scope of its airport program, the Contractor agrees to comply with pertinent statutes, Executive Orders, and such rules as identified in Title VI List of Pertinent Nondiscrimination Acts and Authorities to ensure that no person shall, on the grounds of race, color, national origin, creed, sex, age, or disability be excluded from participating in any activity conducted with or benefiting from Federal assistance. This provision is in addition to that required by Title VI of the Civil Rights Act of 1964. The above provision binds the Contractor and subcontractors from the bid solicitation period through the completion of the contract.
