Background The Department of Veterans Affairs (VA) is issuing this contract for the maintenance and service of the boiler plant at the Dwight D. Eisenhower VA Medical Center in Leavenworth, Kansas. The goal of this contract is to ensure the continuous reliability and safety of the boiler system, which is critical to prevent catastrophic events that could result in injuries, death, or property damage. This contract is a Base Plus 4-year option contract specifically set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). Work Details The contractor will provide comprehensive maintenance services for the boiler plant, including: 1. Scheduled Maintenance: Perform preventive maintenance services to ensure that all equipment operates according to specifications. This includes inspections, calibrations, and necessary repairs as per VHA Directive 1810 and associated manuals. 2. Unscheduled Maintenance: Provide emergency repair services as needed, with a response time of one hour for phone notifications and eight hours for on-site responses. 3. Safety Device Testing: Conduct annual inspections and semi-annual safety device testing on all boilers and associated equipment. 4. Calibration Services: Perform instrument gauge calibration and combustion tuning annually. 5. Documentation: Provide detailed reports on all maintenance activities, including checklists and performance values obtained during inspections. 6. Compliance: Ensure all safety devices that fail are brought into compliance at the contractor's expense by the end of each inspection. Period of Performance The contract will commence upon award and will be performed over a base period of one year with four optional one-year extensions, totaling a potential five-year period.
