Background The State of Delaware Department of Services for Children, Youth & Their Families’ Division of Prevention and Behavioral Health Services (DPBHS) aims to provide a range of statewide voluntary behavioral health treatment and prevention services for children and families. The mission is to develop a family-driven, youth-guided, trauma-informed system of care. This RFP is funded by $1,725,000 from the FY21 Budget Bill (SB240) to provide afterschool and summer programming focused on youth violence and suicide prevention. The initiative stems from CDC recommendations addressing the lack of after-school activities in Kent and Sussex Counties, which have been linked to increased risks during out-of-school hours. Work Details DPBHS seeks proposals for Out of School Time (OST) programming that includes both traditional and non-traditional services. Traditional OST programs must implement evidence-based practices such as Sandy Hook Promise, Mindwise - Signs of Suicide (SOS), and Trauma-Informed Community Engagement. Programs should focus on providing safety, improving competencies in self-regulation and social awareness, increasing resilience, supporting academic achievement, reducing substance misuse, and promoting physical activity. Non-traditional services may include supportive activities like mindfulness classes without the requirement to deliver evidence-based practices but must still support youth wellbeing. Bidders are encouraged to incorporate substance misuse prevention curricula and engage families in the program design. Period of Performance The contract will be for five years but will be executed one year at a time with renewals based on available funds and satisfactory performance. Place of Performance Statewide in Delaware, with specific locations determined by the bidders' proposals. Bidder Requirements Bidders must have a Delaware Business License at contract execution. They must comply with background checks for all employees working directly with children as per Delaware law. Proposals must include a detailed budget narrative and demonstrate collaboration with community partners. Bidders should also show their capability to maintain a culturally diverse staff.
