Background Delaware State University (DSU), located in Dover, Delaware, is seeking proposals from qualified firms to provide an Academic Management Platform. This RFP is issued under the authority of 29 Del. C. §§ 6981 and 6982. DSU has a rich history as one of America’s Historically Black Colleges and Universities (HBCUs) and aims to enhance its educational services through this contract. Work Details The selected vendor will provide all necessary equipment, materials, software, and labor to fulfill the requirements outlined in Appendix A of the RFP. The vendor must ensure that the University receives state-of-the-art materials and services. Proposals must include details on functionality such as SIS/LMS integration, assessment tracking, compliance documentation, and implementation plans. Vendors are required to demonstrate their capabilities through live demonstrations and provide a comprehensive project plan including configuration timelines and training. Period of Performance The contract will be for a term of three (3) years with an option for two (2) one-year extensions or a five (5) year contract based on negotiations. The projected start date for the contract is August 01, 2026. Place of Performance The services will be performed at Delaware State University’s facilities located in Dover, Delaware. Bidder Requirements Vendors must possess necessary Delaware licenses or certifications to perform the services outlined in the scope of work. Proposals must include proof of Errors and Omissions insurance prior to the start of the contract period. Vendors must also provide at least three business references from similar projects.
