Background Delaware State University (DSU), located in Dover, Delaware, is seeking proposals from qualified firms to provide Data-Driven Surveys, Course Evaluation, and Curriculum Innovation. Work Details The selected vendor will be responsible for providing all necessary equipment, materials, software, and labor to fulfill the requirements outlined in Appendix A of the RFP. Key deliverables include: 1. Development and implementation of survey tools for course evaluations and curriculum assessments. 2. Integration with Learning Management Systems (LMS). 3. Provision of reporting automation features. 4. Support for curriculum strategy including catalog management, workflows, program reviews, and planning tools. 5. Technical capabilities such as cloud services, security measures, single sign-on (SSO), application programming interfaces (APIs), and mobile access. 6. Comprehensive implementation support including project management (PM), training, change management, and ongoing support. 7. Compliance with documentation standards such as HECVAT (Higher Education Community Vendor Assessment Tool), VPAT (Voluntary Product Accessibility Template), service level agreements (SLA), master service agreements (MSA), and API documentation. Period of Performance The contract will be effective for three years starting from July 1, 2026, with an option for two one-year extensions through negotiation or a potential five-year contract. Place of Performance The services will primarily be performed at Delaware State University’s campus in Dover, Delaware. Bidder Requirements Vendors must possess the necessary Delaware licenses or certifications to perform the required services. They are also required to provide proof of Errors and Omissions insurance prior to the start of the contract period. Additionally, vendors must submit business references from previous clients with similar project scopes using Attachment 4 provided in the RFP.
