Background The Santa Rosa County Board of County Commissioners is seeking proposals for Disaster Debris Monitoring and Support Management Services. This initiative aims to ensure effective management and monitoring of debris removal activities following disasters, aligning with the county's mission to maintain public safety and compliance with relevant regulations. Work Details The contractor will provide comprehensive emergency debris monitoring services in support of post-disaster recovery operations. Responsibilities include: - Monitoring contractor performance at debris management sites (DMS) and disposal locations. - Ensuring compliance with federal, state, and local regulations. - Verifying accurate documentation of debris quantities, eligibility, and final disposition. - Furnishing necessary equipment, transportation, communication systems, and personal protective equipment. - Establishing a local Debris Management Center and public information hotline as required. - Supporting the County in debris management planning, regulatory compliance, and cost recovery efforts, including adherence to FEMA guidelines. - Developing tracking systems and documentation, training County staff, coordinating with regulatory agencies, managing DMS operations, and maintaining detailed daily reporting and GIS-compatible data. The contractor is also responsible for staffing logistics, safety compliance, issue resolution, and preparation of all required reports. Period of Performance The contract will commence upon approval by the Board of County Commissioners and will continue for a period of three (3) years from the date of full execution of the Agreement. There is an option for two one-year renewals upon mutual written agreement. Place of Performance Services will be performed in Santa Rosa County, Florida. Bidder Requirements Contractors must be certified and insured entities with necessary experience. They must comply with specific insurance requirements including workers' compensation insurance meeting Florida statutory requirements; commercial general liability insurance with minimum limits; business auto liability; and must provide certificates of insurance before commencing work.
