Background The Santa Rosa County Board of County Commissioners is seeking proposals for Disaster Debris Removal Services as part of its mission to effectively manage disaster-related debris. The goal of this contract is to ensure the timely and efficient removal of debris following disasters, in compliance with applicable federal, state, and local regulations, including FEMA guidelines. Work Details The Contractor will provide comprehensive disaster debris removal and management services, which include: - Collection, loading, hauling, reduction, recycling, and disposal of various types of disaster-related debris from public rights-of-way and public property. - Management and operation of debris management sites. - Removal of hazardous trees and limbs. - Handling construction and demolition debris, hazardous materials, white goods, vehicles, vessels, and specialty debris such as marine and beach debris. The Contractor is responsible for proper segregation, documentation, lawful disposal of all materials, site restoration, and compliance with environmental permitting requirements. They must mobilize within specified timeframes: achieving partial operations within 72 hours and full operational capacity within 144 hours after issuance of a Notice to Proceed. Period of Performance The term of this Agreement shall begin upon approval by the Board of County Commissioners and will continue for a period of three (3) years from the date of full execution. The agreement may be renewed for up to two additional one-year periods upon mutual written agreement. Place of Performance Services will be performed in Santa Rosa County, Florida. Bidder Requirements Contractors must be certified and insured entities with the necessary experience to provide the required services. They must comply with insurance requirements including workers' compensation insurance meeting Florida statutory requirements; commercial general liability insurance with minimum limits; business auto liability; and must name Santa Rosa County as an additional insured on all policies. Contractors are also required to comply with federal provisions related to grant funds that may be used for these services.
