This announcement is posted as a Request For Information (RFI) only for an intended upcoming solicitation that will be posted on the SAM.gov website. This RFI is being issued to determine whether or not there are qualified sources that will be able to meet the requirements of this intended upcoming solicitation. This upcoming solicitation will be for both Residential Reentry Center (RRC) services and Home Confinement (HC) services for male and female offenders located within city limits of Pawtucket, Rhode Island. Home Confinement radius is within 100 miles of the RRC facility. The solicitation is anticipated to be for an IDIQ contract with tiered pricing. There will be a guaranteed minimum and an estimated maximum number of placements, to include in-house, and home confinement residents. It is anticipated that all services will be solicited under a single procurement and will require that the successful offeror provide all services. The requirement is anticipated to be for an estimated maximum of 20 In-House placements (18 male and 2 Female) and 8 Home Confinement placements. The Bureau would like input from providers of services in the community as to the feasibility of providing these services in this geographical area.

Background The Bureau of Prisons (BOP) is seeking qualified sources to provide Residential Reentry Center (RRC) services and Home Confinement (HC) services for male and female offenders within the city limits of Pawtucket, Rhode Island. The goal of this contract is to establish a comprehensive community-based service that assists individuals in transitioning from prison to the community, ensuring their reintegration as law-abiding citizens. The anticipated contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with tiered pricing, including a guaranteed minimum and an estimated maximum number of placements. Work Details The contractor will be responsible for the management and operation of the RRC, providing all necessary personnel, management, equipment, supplies, and services. Key tasks include: 1. Staff training: Annual reviews of the operation manual, 20 hours of annual training on required topics, 40 hours of initial training on duties and responsibilities, and specific training on emergency procedures and handling hazardous materials. 2. Development of a comprehensive staff training program addressing sexual abuse/assault/misconduct prevention. 3. Implementation of a resident accountability program ensuring residents are accounted for at all times. 4. Monitoring resident movement through sign-in/sign-out systems and maintaining documentation for all movements. 5. Providing electronic media capabilities for staff communication with BOP. 6. Compliance with all applicable laws, regulations, and BOP policies regarding operations and resident management. 7. Development of operational policies consistent with BOP standards and submission of these policies within specified timeframes post-award. Period of Performance The period of performance will span multiple years as determined by the contract terms following award. Place of Performance The services will be performed within the city limits of Pawtucket, Rhode Island.
