Background The State of Delaware, Office of Auditor of Accounts (AOA), is seeking professional services from qualified certified public accounting firms to perform financial statement audits for the Delaware Health Information Network (DHIN) for the fiscal years ending June 30, 2026, and June 30, 2027. The DHIN was established to create a statewide health information network to improve healthcare delivery and reduce costs. This RFP is issued under the authority of Delaware law governing professional services. Work Details The selected firm will conduct annual financial statement audits and any federal audit requirements for DHIN. The engagement must comply with standards set by the American Institute of Certified Public Accountants (AICPA) and Government Auditing Standards. Key tasks include: - Performing an annual financial statement audit for fiscal years ending June 30, 2026, and June 30, 2027. - Notifying AOA immediately regarding any known or potential fraud, waste, or abuse identified during the engagement. - Providing a written reporting package that includes all audit exceptions and findings. - Ensuring that no financial statements or management discussions are prepared by the selected firm; these must be provided by the auditee. Period of Performance The contract period is two years with two one-year engagements, starting from the date of contract execution. There is an option to renew for two additional one-year terms at AOA's discretion.
