NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: there is only one source for the procurement item; transitional costs are a significant consideration in selecting a procurement item; or the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. Background The Division of Purchasing is issuing a notice of intent to award a contract without engaging in a standard procurement process for consulting services related to the DLA-20 assessment tool. The National Council for Mental Wellbeing, which holds the rights to this proprietary assessment tool, is identified as the sole source for this procurement. The goal of this contract is to provide training and consultation services essential for the effective use of the DLA-20 tool within the Utah Department of Health and Human Services' programs. Work Details The National Council for Mental Wellbeing will provide Instructor Certification Training in the DLA-20 assessment tool, which includes: 1) One DLA-20 Trainer Module for up to 12 staff members on one DLA-20 tool; 2) 1 hour of pre-planning; 3) Four Train-the-Trainer sessions (each session lasting two hours, totaling 8 hours); 4) Review and individualized feedback on required assignments. This training ensures that staff can effectively administer the DLA-20 assessment and integrate it into their treatment processes. The total cost for these services is $10,000, payable at the beginning of the project. Period of Performance The contract will be performed over a period of up to three months starting from May 1, 2026. Place of Performance The services will be provided either onsite or via internet-based online training, depending on client needs.
