Background Draper City is soliciting proposals from qualified contractors to provide on-call emergency and routine water system repair services for the Draper City Public Works Department. The purpose of this Request for Proposals (RFP) is to establish contracts with multiple responsive and responsible contractors capable of delivering timely, reliable, and high-quality repair services for the City’s culinary water system infrastructure. Draper City owns, operates, and maintains an extensive water distribution system critical to public health, safety, and daily operations. The system requires both planned maintenance and immediate response to failures such as main breaks, valve failures, service line issues, and other disruptions. Work Details The contractor will provide on-call emergency and routine excavation, repair, replacement, maintenance, and related services primarily for the City’s culinary water system. Routine services include: - Repair and replacement of water, sewer, and storm drainage piping and valves - Installation and replacement of fire hydrants - Installation, repair, or abandonment of service laterals - Installation and replacement of valves and appurtenances - Installation, repair, or replacement of manholes - Excavation, trenching, backfilling - Dewatering - Surface restoration including asphalt and concrete - Traffic control - Site cleanup. Emergency services include: - Immediate response to water main breaks - Sewer or storm drain line failures - Service line failures or leaks - Damaged fire hydrants. Contractors must mobilize within two hours of notification for emergencies. Period of Performance The initial term is one year with four one-year renewal options. The project start date is June 1, 2026. Place of Performance Services will be performed in Draper City. Bidder Requirements Contractors must have a minimum of five years of similar municipal utility excavation experience. They must possess all required state and local licenses including excavation licensing applicable in Utah. Required safety certifications include OSHA 10-hour or 30-hour Construction Safety Certification. Contractors must maintain sufficient bonding capacity and insurance as specified in the RFP.
