MPS is seeking qualified vendor(s) that can provide HSV or van transportation as needed for students throughout the metro-Milwaukee area, to and from school. Students may require transportation to MPS schools and/or schools in the surrounding suburban districts. There are two components required: Component A - Ambulatory and Component B - Orthopedically Impaired (OI) requiring wheelchair transport. Bidders are encouraged to bid on both, as long as all requirements are met for each, but bidders may submit a response for only one component. Background The Milwaukee Public Schools (MPS) is seeking qualified vendors to provide Human Service Vehicle (HSV) or van transportation services for students in the metro-Milwaukee area. This initiative aims to ensure safe and reliable transportation for students, including those with special needs requiring wheelchair access. The contract is expected to commence on August 1, 2026, and continue through July 31, 2029. Work Details Contractors will provide two components of service: Component A for ambulatory students and Component B for orthopedically impaired students requiring wheelchair transport. Each contractor must ensure that vehicles can accommodate at least four passengers and are equipped for the specific needs of the students being transported. Services will generally be required from 6:00 AM to 5:00 PM on school days, with MPS providing necessary student information electronically. Contractors must report incidents during transport, manage 'no shows', and maintain on-time performance metrics. Invoicing will be based on 'live miles' traveled while transporting designated students, with a minimum charge applied to all runs. Period of Performance The contract period is from August 1, 2026, through July 31, 2029. Place of Performance Transportation services will be provided throughout the metro-Milwaukee area, including MPS schools and surrounding suburban districts. Bidder Requirements Bidders must comply with Wisconsin Statutes regarding student transportation and possess valid licenses for drivers. They are required to maintain a terminal location within ten miles of Milwaukee limits and ensure drivers receive appropriate training. Additionally, vendors must meet a Historically Underutilized Business (HUB) participation requirement of at least 5% per year and fulfill student engagement requirements as outlined in MPS policies.
