Homebound Services Acquisition

Background

The Christina School District in Delaware is issuing a Request for Proposals (RFP) for Homebound/Supportive Instruction Services under Contract Number CHR26008. The purpose of this RFP is to identify qualified vendors to provide educational services to students who are unable to attend school due to health-related issues or disciplinary actions. The goal is to ensure that these students continue their education through alternative instructional methods.

Work Details

Vendors will provide Homebound/Supportive Instruction Services for students in grades PreK-12, including: - In-person or virtual instruction in core subjects such as Language Arts, Math, Social Studies, and Science. - Compliance with Individualized Education Programs (IEPs) or 504 Plans where applicable. - Administration of required assessments and training as mandated by the Delaware Department of Education. - Minimum instructional hours: 3 hours per week for grades K-5 and 5 hours per week for grades 6-12. - Coordination with the District's Homebound Coordinator and school personnel to facilitate services. - Submission of weekly instructional reports and a final report summarizing student participation and assignments.

Period of Performance

The contract will be valid for three years starting July 1, 2026, with options for two one-year renewals based on negotiations between the vendor and the Christina School District.

Place of Performance

Services will be provided within the geographic boundaries of the Christina School District in Delaware, including home settings, hospitals, or public locations as necessary.

Bidder Requirements

Vendors must possess Delaware business licenses and necessary certifications to perform educational services. They must also provide proof of insurance prior to contract initiation. Additionally, all staff providing services must have undergone criminal background checks, child abuse registry clearance, and drug screening. Preference will be given to teachers currently employed by the Christina School District.
