The Military and Community Relations Office of the Department of Business, Economic Development & Tourism is requesting proposals for Hawai i Homeland Security Synchronization and Integration. This effort builds off the deliverables of a previous contract with MACRO and the State of Hawai'i Office of Homeland Security (OHS). Those deliverables focused on synchronization of State homeland security and defense efforts between federal and State agencies and included: o Problem Identification o Conditions and Actions o Operational Approach o Strategic Plan The final deliverable produced under the previous contract, which provides a problem statement and addresses the existing conditions, the desired approach, and a Plan of Action is included as an attachment to this RFP. This effort is also in support of that Plan of Action, to include OHS' previously published Critical Infrastructure Security and Resilience Program Implementation Plan and Cybersecurity Strategy and Implementation Plan. In support of national and state homeland security objectives, this effort translates strategic guidance into actionable exercises and plans to enhance resiliency across the state, and interagency coordination in Hawaii, and military readiness and mission assurance. Two parallel work streams will be conducted: o Tabletop Exercises (TTXs) to synchronize homeland security and defense response across state and federal partners. o Infrastructure Resilience Review for key civilian and military-supporting systems on Oahu, integrating DoD insights with state and county priorities.

Background The Military and Community Relations Office of the Department of Business, Economic Development & Tourism is seeking proposals for Hawaiʻi Homeland Security Synchronization and Integration. This initiative builds on previous deliverables from a contract with MACRO and the State of Hawai’i Office of Homeland Security (OHS), which focused on synchronizing state homeland security and defense efforts between federal and state agencies. The project aims to enhance resiliency across the state, improve interagency coordination in Hawaii, and ensure military readiness and mission assurance. Work Details The contract involves two parallel work streams: 1) Conducting Tabletop Exercises (TTXs) to synchronize homeland security and defense responses across state and federal partners, ensuring compliance with Section 1093 of the 2026 NDAA by December 18, 2026. Stakeholder collaboration will be emphasized, bringing together Critical Infrastructure Sector Stakeholders for a TTX centered on Hawaii. 2) Performing an Infrastructure Resilience Review for key civilian and military-supporting systems on Oahu, integrating insights from the Department of Defense with state and county priorities. Deliverables include a Master Synchronization Plan, risk management gap analysis, threat-informed resilience roadmap, continuity and restoration capability review, cascading-failure analysis, visual dependency maps, prioritized mitigation actions, and after-action reports from exercises. Period of Performance The contract term is six months, intended to begin approximately in early 2026 with an option for a one-month extension. Place of Performance The work will primarily take place in Hawaii, specifically focusing on Oahu. Bidder Requirements Offerors must comply with all applicable laws governing entities doing business in the State of Hawaii including General Excise Tax Law, Employment Security Law, Workers' Compensation Law, Temporary Disability Insurance Law, and Prepaid Health Care Act. Additionally, Offerors must certify compliance with wage laws as outlined in section 103-55 of the HRS.
