Background The State of Delaware, through the Office of Management and Budget, is issuing an Invitation to Bid (ITB) for the procurement of Ultra-Low Sulfur Heating Oil under Contract No. GSS26780-ULSHEATOIL. This contract aims to fulfill the heating oil requirements for all State Agencies and other entities receiving state funds, ensuring compliance with environmental standards. Work Details The contract encompasses the supply of Ultra-Low Sulfur Heating Oil to various state agencies, school districts, municipalities, volunteer fire companies, and higher education entities. It is a mandatory use contract as per Title 29, Chapter 6911(d) of Delaware Code, requiring covered agencies to procure heating oil through this statewide contract. The successful vendor will be responsible for delivering the heating oil in accordance with the specifications outlined in the ITB and must ensure that all products meet applicable quality standards. Period of Performance The contract will be valid for a two-year period from November 1, 2026, through October 31, 2028. There is an option for three additional one-year extensions through negotiation between the contractor and Government Support Services. Place of Performance The delivery locations will include various state agencies and other entities across the State of Delaware as specified in individual orders under this contract. Bidder Requirements Bidders must comply with all applicable laws and regulations. They are required to maintain a Delaware Business License prior to receiving an award.
