Background The Indian Health Center, Kayenta Health Center, located at Highway 160 Mile Post 394.3, Kayenta AZ 86033, has a requirement for a Digital Master Control Replacement and Recommissioning. The center provides comprehensive inpatient, outpatient, and emergency healthcare services. Reliable power generation and control systems are essential to patient safety and facility operations. The existing Digital Master Controller (DMC) system is critical for monitoring and controlling generator operations but is currently experiencing an HMI/PLC communication failure that necessitates replacement. Work Details The contractor shall provide all labor, materials, equipment, tools, supervision, transportation, and coordination necessary to replace the existing DMC PLC and recommission the system. Key tasks include: 1. Coordinate project scheduling with the Facility Representative and OEM support. 2. Perform a pre-installation site walk-down and review existing DMC drawings and documentation. 3. Safely de-energize the DMC system prior to work in accordance with approved lockout/tagout procedures. 4. Remove the existing faulty PLC and associated components as required. 5. Provide and install a new OEM-approved PLC compatible with the existing DMC system. 6. Verify proper power supply, grounding, and I/O terminations. 7. Provide all OEM-required firmware, software, programming tools, and licenses necessary for PLC programming and commissioning. 8. Load OEM-approved firmware and application programming. 9. Configure communication parameters to restore HMI/PLC communications. 10. Integrate the PLC with existing HMIs, alarms, sensors, and field devices. 11. Perform point-to-point I/O verification. 12. Conduct functional testing and system commissioning including alarm verification.
