Notice of Intent to Sole Source

The Federal Bureau of Prisons (BOP), Field Acquisition Office (FAO), Grand Prairie, Texas, intends to make a single award of an indefinite delivery/requirements type contract with firm-fixed unit prices for the provision of an Occupational Vocational Training Program in Commercial Driver's License (CDL)

Requirement Overview

The contractor shall provide Vocational Training Instruction for a CDL program to the inmate population located at the Federal Prison Camp (FPC), Ashland. The program must be accredited and qualify successful participants for a Class A Commercial Driver's License. Performance will occur at the contractor's outside college or technical school facility and includes approximately 40 hours of classroom instruction, use of a driving range, and a vehicle for skill practice. The anticipated student load is approximately 20 inmates per option year.

Minimum Qualifications

- Must be an Accredited Institution of higher learning, post-secondary institution, or industry-based school. - Program must lead to transferable credits resulting in a college certificate (A.A., A.A.S., or A.S. degree) or industry-accepted certification. - Instruction must comply with BOP Program Statements 5353.01 and 5300.21 (p. 2).

Intended Source

Ashland Community & Technical College Justification: The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This determination is based on the unique proximity of the accredited facility to FPC Ashland.

Submission Instructions

This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Capability statements must be submitted to the Primary Point of Contact listed in this notice by 04/03/2026 at 12:00am.
